The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from various governments. Considerable effort is allocated on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from across the border, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from devastation and another blackout.

Continuous Dangers

Following this, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not change more in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
